Accounting employment policies in Latin America with a critical focus on the population's perspective

Latin America faces high rates of structural unemployment and informal employment within the accounting sector. This situation is exacerbated by the marked disconnect between the centralized design of public policies and the real socioeconomic needs of the workers targeted by these policies. This study critically analyzed accounting employment policies implemented in Latin America over the last few decades from the perspective and needs of the working population. A qualitative literature review was conducted, encompassing highly relevant institutional and academic scientific documents on labor issues in the region. State strategies for occupational training, hiring incentives, and social protection demonstrate a critical disconnect from the demands of the modern digital market. Temporary subsidies perpetuate precarious employment, and unemployment insurance offers exclusionary coverage that marginalizes women and the informal sector. The analysis revealed the systematic omission of citizens' social representations in the technocratic-bureaucratic design of employment programs. It is essential to structure a holistic and interinstitutional approach, articulated with industrial policies for productive diversification. The democratic incorporation of citizens' voices in public management is a condition for effectiveness in mitigating regional poverty in a sustainable way.
